In the US the Commodity Futures Trading Commission (CFTC) has authority to regulate OTC foreign exchange transactions. Regardless of the fact that spot forex has nothing to do with the futures.
All the brokers with a few exceptions also have to be NFA members. NFA (National Futures Association) is a self-regulatory futures industry organization.
They hold following types of licenses:
RFED indicates NFA registration as a retail foreign exchange dealer
FDM indicates NFA registration as a forex dealer member
IB indicates NFA registration as an introducing broker
Forex brokers in other countries might be regulated or unregulated.
