In the US the Commodity Futures Trading Commission (CFTC) has authority to regulate OTC foreign exchange transactions. Regardless of the fact that spot forex has nothing to do with the futures.
In addition all the brokers with the US customers (with a few exceptions) also have to be NFA members. NFA (National Futures Association) is a self-regulatory futures industry organization.
Forex brokers in other countries might be regulated or unregulated.
